16 sleutelcompetenties: informatie en lesmateriaal
16 sleutelcompetenties vormen de basis voor de nieuwe eindtermen. De eindtermen worden geformuleerd in functie van deze sleutelcompetenties en niet langer in functie van vakken of leergebieden. Hierdoor vervalt het onderscheid tussen vak-/leergebiedgebonden en vak-/leergebiedoverschrijdende onderwijsdoelen. De verbinding tussen de onderwijsdoelen en de vakken/leergebieden of vakkenclusters/leergebiedclusters gebeurt via de leerplannen op school.
Dit zijn de 16 sleutelcompetenties:

Volwaardig meedraaien in onze samenleving
De eindtermen voor basisgeletterdheid moeten door elke leerling individueel worden behaald. Die eindtermen moeten ervoor zorgen dat elke leerling volwaardig kan meedraaien in de samenleving. Daarnaast zijn er eindtermen die door de overgrote meerderheid van de leerlingen gehaald moeten worden, zoals de eindtermen ruimtelijk bewustzijn, Frans of wiskunde.
Ten slotte zijn er ook uitbreidingsdoelen voor Nederlands geformuleerd, bovenop de gewone eindtermen. Die uitbreidingsdoelen gelden voor een beperkte groep leerlingen die nood hebben aan meer uitdaging.
